Grant Description
The Utah State Library Division offers the UPLIFT Organization Resource Grant to libraries, groups of libraries, and formal library organizations for specialized training. It allows them to develop, implement, and evaluate training efforts that upgrade the skills of library staff, trustees, and library supporters by addressing local needs. LSTA dollars administered by the Institute of Museum and Library Services (IMLS), Washington, DC fund the Organization Resource Grants. Recipients are required to acknowledge the Utah State Library Division and IMLS when undertaking and promoting grant supported activities.
New in 2007: projects must meet the LSTA's six goals.
Applicant Eligibility
- A single library applying for a grant must be eligible for LSTA funding.
- A single library applying for a grant agrees to open the training to staff of other libraries.
- A group of libraries applying for a grant must designate as project / fiscal agent a member library that is eligible for LSTA funding.
- A formal library organization applying for a grant must submit evidence of fiscal capacity to administer grant funds.
Project Eligibility

Projects must meet the LSTA's six goals (required for all applications).
- The emphasis for the training should be on how library staff can upgrade skills and improve efforts to meet the information needs of their customers.
- Library board members, volunteers, advocates, and other supporters may be included in the training as appropriate.
Funds Available
Libraries and library organizations may receive grants up to $3,000. Allowable costs include:
- Trainer fees and travel.
- Room rental in non-library facility if required.
- Duplication/purchase of training materials.
The State Library Division will reimburse libraries or library organizations hosting training after the Division receives financial receipts and project evaluations. The grant does not cover indirect costs of the training.
Evaluation
Grant recipients agree to evaluate programs using the participant, project director, and trainer/consultant evaluation forms provided by the State Library Division, and to return the evaluations within 30 days after the event.

Procedures
- The applicant submits a typed original and two copies if submitting by mail, or a digital (e-mailed) copy of the completed application, and all supporting materials on or before the application deadline: 5:00 p.m. on April 15, June 15, or November 15, whichever is most appropriate. E-mail applications to ceggett@utah.gov. The schedule may vary in future years depending upon demand and funding. Faxed applications are not accepted.
- State Library Division staff reads the application and gives recommendations to the Division Director. The Division notifies applicants of the decision within thirty days of the review dates (by May 15, July 15 or December 15), and sends out a contract or letter of agreement for signatures.
- The grant recipient returns the signed contract or letter of agreement to the State Library Division.

The grant recipient submits the following within 30 days after completion of the event:
- Financial receipts
- Agenda/program guide/publicity listing Utah State Library and IMLS as a sponsor
- Participant evaluations
- Claim form & final report
